Training on Commodity and Trade Exchanges Organized for Staff of the Kyrgyzstan Financial Audit Agency

Turkish-Kyrgyz Intergovernmental Joint Economic Commission (JEC), a training program titled “The Operation of Commodity and Trade Exchanges” was organized for staff of the Kyrgyzstan Financial Audit Agency at the TOBB Twin Towers. The program was conducted under the responsibility of the Ministry of Trade and coordinated by the Union of Chambers and Commodity Exchanges of Türkiye (TOBB).​​

The training program, held from June 29 to July 1, 2026, was attended by Gulanda Mukashova, Head of the Department of Strategic Planning, Coordination of External Activities, and Cooperation with the Eurasian Economic Union (EAEU) at the Financial Audit Agency of the Kyrgyz Republic; Chingiz Abdykerimov, Head of the Legal Department; Gulnara Sherimbekova, Head of the Department of Accounting, Financial Reporting, and Audit Development; Takhir Syrgybaev, Head of the Department of Financial Market Monitoring, Control, and Audit; and Bektur Esenzhanov, Chief Specialist of the Department for the Regulation of Securities and Virtual Asset Markets.

As part of the training program, participants were given comprehensive presentations on the legal framework, organizational structure, operations, duties, and authorities of commodity and trade exchanges, as well as related practices in Türkiye. In addition, detailed information was shared on the licensed warehousing system, electronic commodity certificate (ELÜS) applications, and the operations of specialized commodity exchanges.

As part of the program, visits were made to the General Directorates of the Turkish Grain Board Licensed Warehousing Inc. (TMO-LİDAŞ) and the Turkish Commodity Exchange (TÜRİB), where a mutual exchange of information took place regarding the institutions’ activities, the licensed warehousing system, commodity exchange practices, and electronic transaction processes.

On the second day of the program, the delegation visited the Polatlı Commodity Exchange to observe firsthand the laboratory analysis processes and trading activities in the exchange hall. During the subsequent visit to a licensed warehouse, participants received hands-on training on the processes of product acceptance, classification, storage, preservation, and the issuance of electronic product certificates (ELÜS).

Through presentations, technical visits, and mutual evaluations conducted throughout the three-day training program, the aim was to contribute to the development of the institutional capacity of the Kyrgyzstan Financial Supervisory Authority delegation regarding commodity and trade exchanges and the licensed warehousing system.
