Pharmaceutical and Hygiene Products Industry Council convened in İstanbul

The Union of Chambers and Commodity Exchanges of Türkiye (TOBB) Cosmetics and Hygiene Products Industry Council Meeting was held in İstanbul with the participation of TOBB Board Member Cengiz Günay under the chairmanship of Council President Ahmet Pura.​

The meeting was attended by Erdem Biçer, Head of Advertising Department of the General Directorate of Consumer Protection and Market Surveillance of the Ministry of Trade, Pharmacist Gülçin Köse, Regulatory Unit Officer of the Department of Cosmetic Products of the Turkish Medicines and Medical Devices Authority, Ethem Yanar, Director of the Registration and Classification of Chemicals Branch of the Ministry of Environment, Urbanization and Climate Change, and high-level representatives of the private sector and non-governmental organizations.

TOBB Board Member Cengiz Günay, who stated that he closely followed the work of the Council, thanked the Council Members for their diligent and active work. He expressed his gratitude to the public representatives for their support from the sector and for their cooperation in solving the problems at all times.

Council President Ahmet Pura conveyed his congratulations to Cengiz Günay for his new term of office. Pura stated that the sector reached $ 2.1 billion in exports and $ 1.3 billion in imports. Council President Pura also stated that the support of public authorities is very valuable in the context of solving priority problems that are important for the sector.

Council Members evaluated the legislation and practices of biocidal products, discussed the announcement of license renewal for Type1 and Type19 products and the problems experienced for products for which license applications are ongoing.

Council Members, who made evaluations about the Medical Device Regulation and the Medical Device Sales, Advertising and Promotion Regulation, which is another important issue in the sector, touched on the general obligations of the manufacturers in the Medical Device Regulation, EUDAMED registration procedures, financial guarantee issues and discussed the products that can be sold outside the sales center in the Medical Device Sales, Advertising and Promotion Regulation. He forwarded his suggestions to public representatives.

Members who evaluated the legislation developments in the cosmetic product sector evaluated the Draft Regulation on Cosmetic Products, Product Tracking System (UTS) cosmetic product applications.

At the meeting, where the Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals, which has been discussed with sensitivity in the sector in the recent period, was evaluated, the proposal to postpone the registration process specified in the Regulation by the Council Members was conveyed to the public.

Erdem Biçer, Head of Advertising Department of the General Directorate of Consumer Protection and Market Surveillance of the Ministry of Trade, gave information about the “Draft Guidelines on Advertisements Containing Statements Regarding the Environment.”

Council President Pura stated that the ban on installments in the sector continued, and emphasized that it was valuable to take the necessary initiatives before the public to remove this restriction in the cosmetics sector as in other sectors.

Referring to the problems in the implementation of the Special Consumption Tax and VAT amendment for cosmetic products, Pura said that the arrangements to be made on the betting issues that burden the sector are important.

Speaking about the aforementioned agenda items, Pharmacist Gülçin Köse, Legislation Unit Officer of the Department of Cosmetic Products of TİTCK, and Ethem Yanar, Director of the Registration and Classification of Chemicals Branch of the Ministry of Environment, Urbanization and Climate Change, answered the questions of the members and stated that they would always be pleased to work together to solve the problems.
