e-Ledger Information Meeting

Within the scope of the Communiqué on Keeping Commercial Ledgers Not Related to the Accounting of the Business in Electronic Environment published in the Official Gazette dated 14/02/2025 and numbered 32813, companies whose establishment and amendment of the articles of association are subject to the permission of the Ministry of Trade will keep their books electronically as of 01/07/2025, and as of 1/1/2026, all companies whose establishment is registered with the trade registry will keep their books electronically.
In this context, the Ministry of Trade has established the Electronic Commercial Ledger System (ETDS), which enables the creation, keeping, storage and submission of the share ledger, board of directors’ decision book, directors’ decision book, general assembly meeting and negotiation books of commercial companies and the records made in these books electronically.
In cooperation with the Union of Chambers and Commodity Exchanges of Türkiye and the General Directorate of Domestic Trade of the Ministry of Trade, the e-Ledger Information Meeting was held electronically with the participation of 270 personnel working in 238 trade registry directorates within the scope of Registry Academy activities.
The opening speech of the meeting was delivered by Dr. Ahmet Can BALAK, Deputy Director General of Domestic Trade at the Ministry of Trade. During the meeting moderated by Gökhan MİRAHMETOĞLU, Coordinator of the Registry Academy, Recep YILMAZ, Head of the Companies Department, made a comprehensive presentation on “e-Ledger within the Framework of the Turkish Commercial Code,” while Kadir SEVİM and Deniz ERNALBANT, Trade Experts, provided information on MERSİS applications and the document titled “Electronic Commercial Ledger System (ETDS) in 100 Questions.” The meeting was completed with a question and answer session.
