TOBB Turkey Energy Council convened to assess the problems of the sector. Council members demanded that the license applications for electricity production from natural gas and coal be subject to a stricter control structure.​

The council emphasized the need for a solution to be formulated by the representatives of the public administration and the private sector to the unfair competition in the market. Council members also stated the need for raising awareness about the problems faced by investors in regards to ÇED and development plans and a decision to prepare a project to this end was made.
- The prices generated in the market do not reflect real prices
Stating that the electricity unit prices do not reflect real prices and that there are cross-subsidies, the council members reported that in order to prevent this, the privatization of distribution and production should be completed as soon as possible. Sector representatives emphasized the need for the implementation of a pricing methodology to respond to the needs of the free market during this process and a solution for the problems in acquisition of natural gas stemming from the dominant status of BOTAÅž.
- Green electricity producers and consumers should be certified
Assessing the issues of the functionality of the domestic contribution legislation, the implementation of a stage based application for the domestic contribution rate and the increasing of the 5 year period to 10 years in the domestic contribution by the decree of the Ministers’ Council; the council members decided that certification with legal backing should be implemented in order to protect green electricity producers and consumers, similar to policies in European countries.
