TOBB President M. Rifat Hisarcıklıoğlu, in an award ceremony organised by the Edremit Chamber of Commerce (ETO), noted the presence of bureaucratic difficulties. Hisarcıklıoğlu, who pointed out that there were faults of the way the system operated, suggested that there is a need for the system to be brought to a level suitable for the 21st Century.

 

“I’m at the helm in the effort against the unregistered economy”
 
 
TOBB President Hisarcıklıoğlu who noted the country’s economy being 12th in the world; however at the same time, is also one that has a young population in which Turkey aims to take first place in the world and that he believes in this goal, said “Look, I’m at the helm in the effort against the unregistered economy. From time to time there are cases of injustice with regards to regulation. This is because when a regulator comes and charges a fine to one of our businesses and I take the matter to court, I win 90 percent of them. Therefore there is something wrong with this. Either the regulator is at fault here or the is at fault. Now my valuable friends, when a regulator charges me with a fine I win the case. Only a business or manufacturer may understand the trouble that I have to go through throughout the whole of the 2 years. Outside of them, there is no chance anyone else might know this. Because to conduct in business affairs means taking risks. To produce means taking risks. The most important problem we have is that everything we have is at risk. Even our most confidential assets. Should you have a bounced check, they’ll take everything you have including your bedroom. Alright, how about if I win the case after the regulator takes everything I have? My neighbour says to me ‘Tax evader, that’s how he made money, I knew it’. Some people look at others with suspicion. I’m the one who has to bother with the court case for 2 years in order to rectify the situation. Alright then, are there any ramifications towards the regulator? No, there aren’t. He just charges you a fine and takes off. Are there any liabilities? No. The higher he charges, the faster he gets promoted. There is an incredible injustice here. There are no rights here. No rights, no law. If you’re going to bring in a rewarding system, so be it. If he’s right. In that case we’ll reward him in all forms that are possible. However, if this penalty is going to hang above me like the Sword of Democles and I win the case, then there must be a price for this”.
 
 
Afterwards, ETO President Mehmet Ertaş in his speech mentioned that the 365 chambers of commerce and commodity exchanges throughout the whole nation contributes to the spreading of a culture of democracy. In his speech he emphasised on and praised the efforts of TOBB President Hisarcıklıoğlu made for the ratification of the Code of Commerce and Code of Obligations.
 
 
Subsequently, the Governor of Balıkesir Yılmaz Arslan gave a surprising speech in which he confirmed the presence of bureaucratic difficulties in the system, said “You’re the ones paying the taxes and at the same time the ones who are paying for the rewards. There appears to be something wrong here. In fact it should be the government who should be rewarding you. Perhaps we’re going to need to take this aspect into consideration”.
 
 
Following the Governor’s speech, Edremit Mayor Tuncay Kılı spoke in which he emphasised the importance of the government being in harmony with its people and later mentinoned how he had preserved the debtless status of his municipal borough.
