TOBB Chambers of Commerce and Industry (CCI) Council Meeting was realized in the Union Center in Ankara. TOBB President M. Rifat Hisarcıklıoğlu stated that with Ability 2010 (Beceri 2010) Project which is implemented together with Ministries of Labour and Education, each year 200 thousand people will gain the qualifications that labor market necessitates, and in this way 1 million people who will be trained according to these needs will be employed in the coming 5 years. Hisarcıklıoğlu emphasized that the economic crisis continuing in the EU countries is hindering the desired level of increase in Turkey’s exports.
 

TOBB President M. Rifat Hisarcıklıoğlu stated that in a time that the world economy is in its greatest recession period since the 2nd World War, Turkey’s economy is recovering. Hisarcıklıoğlu told that in the developing countries led by Asiaa strong economic revival is being observed.

 

 
 

 

Stating that world economy, which is contracted by 6 per thousand in 2009, is forecasted to grow by 5 percent in 2010 and 4 percent in 2011, Hisarcıklıoğlu reminded that in 2010 among developing country groups, economy is expected to grow by 9 percent in Asian countries, 6 percent in Latin American countries, 4 percent in Middle and East European countries and 7 to 8 percent in Turkey; therefore Turkey has a better performance than all country groups except East Asia. Hisarcıklıoğlu stated these:

 

 
 
-“1 million people will be employed in 5 years”
 
 
“Turkey is 12th of the 16 countries which reached the pre-crisis production level by the third quarter of 2010. Another indicator of global crisis is the level of employment. According to ILO, 34 million people became unemployed in the crisis period. In a period like this, recorded employment of Turkish private sector, in other words members of TOBB, has increased by 983 thousand people in the last 1 year.
 
 
In order to increase the employment further, we have started together with the Ministry of Labour and Ministry of Education the biggest vocational training project of Turkey so far which is the Ability 2010 Project. With this project, each year 200 thousand people will gain the qualifications that labour market necessitates, and in this way 1 million people who will be trained according to these needs will be employed in the coming 5 years.”
 

 

 

 

-Current Account Deficit Problem
 
 
Hisarcıklıoğlu mentioned the current account deficit problem which increases with the economic crisis continuing in the EU countries having a negative effect on Turkey’s exports. He also added that so far there are no problems in financing this deficit.
 
Hisarcıklıoğlu said that entry of long term funds is crucial since current account deficit cannot be financed though short term funds for so long, therefore new measures need to be taken to increase the economic growth potential.
 
 
Hisarcıklıoğlu emphasized the importance of the developments with the Turkish Commerce Code and Code of Obligations, and added that TOBB has a significant role in this process. Hisarcıklıoğlu added that it is desired to have more successful examples like the innovation support programmes of KOSGEB and other institutions.
 
 
-Council Chair Ensarioğlu
 
 
TOBB Chambers of Commerce and Industry (CCI) Council Chair Ensarioğlu said that tax, education, judiciary and public administration reforms should be designed in a way that would facilitate the growth of the companies. Ensairoğlu said the private sector has worries about the uncertainty of the new incentive system and it is highly important that this system should be prepared by consultations with the business world.
 
 
-Minister Ergün: “Industrial Strategy Document is signed in HPC”
 
 
In his opening speech, Minister of Industry and Trade said that the Industrial Strategy Document which will be implemented in the years 2011-2014 and includes 72 actions will be shared with public in the first week of January.
 
 
-Election economy controversies
 
 
Ergün reminded the importance of 2011 as it is an election year, and addressed to the controversies about election economy exercises. Ergün said that both people and the public sector made sacrifices to ensure the financial discipline and this success will not be wasted in a few months.
 
 
-Credit Rating
 
 
Ergün stated that Turkey’s credit rating should be increased to an investment worthy level in the period after the elections and added that this increase in the ratings should have happened earlier but Turkey has suffered from injustice by some international rating institutions.
 
 
-“We should not be happy about surviving the crisis with little damage”
 
 
Ergün said “We should not be happy about surviving the crisis with little damage” and added the target is not only reaching the numbers before the crisis but also improving our position in economics, democracy, law and social areas.
 
Ergün emphasized that public sector should abolish the barriers in front of private sector and ensure that it has a more competitive structure, makes more investment, produces more, exports more and creates greater employment.
