TOBB Türkiye Cosmetics and Hygiene Products Industry Council Meeting held in İstanbul with the participation of GS1 Türkiye Representatives

The Union of Chambers and Commodity Exchanges of Türkiye (TOBB) Cosmetics and Hygiene Products Industry Council Meeting was held at TOBB İstanbul Service Building under the chairmanship of Ahmet Pura, Chairman of the Council, with the participation of Ender Yorgancılar, Vice President of the Board of Directors of TOBB and also Chairman of the Board of Directors of GS1 Türkiye Foundation, and Cengiz Günay, Member of the Board of Directors of TOBB, with the intense interest of senior representatives of the private sector and non-governmental organizations.​

Cengiz Günay, Member of the Board of Directors of TOBB, started his opening speech by thanking Ender Yorgancılar for his participation and support to the sector and congratulating him for his position as Vice President of the Board of Directors of TOBB. Mr. Günay concluded his speech by emphasizing the importance of the GS1 system, which aims to increase effectiveness and efficiency in supply chain management by enabling faster and more accurate information transfer to information systems.

Council President Ahmet Pura started his speech by expressing his thanks to GS1 Türkiye Foundation for their support to the sector. He stated that the support of GS1 Türkiye Foundation representatives is very valuable in solving the prioritized problems that are important for the sector. Pura concluded his opening speech by expressing his gratitude to the Council Members for their work.

Ender Yorgancılar, Vice President of the Board of Directors of TOBB and Chairman of the Board of Directors of the GS1 Türkiye Foundation, started his speech by explaining the GS1 system, which reduces the stock of purchased goods from the stock, tells which company, from which warehouse the produced goods come from, tells the content, covers all information, enables data collection and sharing the collected data with commercial partners. Yorgancılar emphasized that the system, which provides convenience in product tracking, is provided with barcodes, banderoles and QR codes, but as of 2027, it will continue only with the QR code, and underlined the convenience to be provided with the QR code. He ended his speech by answering the questions asked by the Council Members on the subject.

At the meeting, Council Members discussed the latest situation in biocidal product license renewal processes and stated that the license problem should be resolved as soon as possible for the continuity of production processes, especially public health. 

The Council Members evaluated the legislation and practices of Medical Devices, which is another important issue in the sector, and conveyed their problems along with solution proposals on the Medical Device Sales, Advertising and Promotion Regulation, the Regulation on the Amendment of the Medical Device Regulation and the SSI Reimbursement Practices.

Members evaluated the legislative developments in the cosmetic product sector and expressed their opinions on the amendment to the Cosmetic Products Regulation. In addition, problems regarding the Guideline on Claims of Cosmetic Products Version 6.0 were also discussed. In addition, Members were informed about the latest situation regarding the Draft Communiqué on Import Inspection of Cosmetic Products and the Procedures and Principles for Determining and Updating the Service Fees of the Turkish Medicines and Medical Devices Agency.

Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals was evaluated; problems and suggestions were expressed by the Council Members. In addition, information was provided on the Draft Guidelines on Consumer Assessments and problems and suggestions were expressed.

The meeting was concluded with assessments on the restructuring of the Market Surveillance and Inspection Authority under a single roof and developments on the harmonization with the European Green Deal.
