Rifat Hisarcıklıoğlu who spoke at the “Smart Management: Regulatory Impact Assessment” conference, within the scope of the Capacity Building in the Field of Environment Project for Turkey, highlighted that as it was the case for the countries that acceded to the EU in the previous wave, there is the need for Turkey to build capacity in a serious manner while mentioning “We know the harmonisation of the EU Environment Chapter is a costly one. However, while working out the figures, we speak of global figures in the process. Unfortunately we have been unable to come up with these figures”.

Hisarcıklıoğlu also thanked Prof. Dr. Veysel Eroğlu, Minister for the Environment and Forestry who was also present at the conference, for his cooperation with the business world in his efforts with regards to the Capacity Building in the Field of Environment Project and the environment. Hisarcıklıoğlu also emphasised on the fact of the Environment Chapter being the toughest and the one with the heaviest burden out of all the chapters in the acquis.
In the later stages of the conference, a panel was set up under the moderation of Jacobs & Associates representative Dr. Cesar Cordova Novion, which consisted of Former Czech Republic Minister for the Environment Jan Dusík, OECD Political Analyst Gregory Bounds, Associate Director General of the Prime Ministry Mehmet Bıçkıcı and Dr. Sibel Güven of TEPAV in which a technical discussion was held.
