World Customs Organization (WCO) recommended number of security standards by introducing Safe Framework of Standards after the terror attack in 11 September 2001.

​European Union started to apply these standards in 2009 and it became obligatory to send electronic pre declaration and entry/exit summary declarations for all the export and import goods from third countries via all modes of transport (air, sea, rail, and road) in 01.01.2011.  Â

Additional costs approximately 30 to 100 Euros, depending on the type of transport operator, bring burden to the exporters/importers to/from EU. With the assumption of 500.000 electronic operations are being conducted in a year, approximately 30 million Euros (62 million TL) has been transferred by the

Turkish hauliers to the customs agencies in Europe.

An Alternative without Payment: IRU TIR EPD System
IRU (International Road Transport Union), which our Union is a member of, developed new version of TIR EPD (TIR- Electronic Pre Declaration) that provides the opportunity of sending free pre-declarations and summary declarations to 11 EU countries.Â

The system allows all registered TIR Carnet Holders to send electronic pre-declarations to European Union customs since January, 2009. Upon the new regulation starting from January 1st 2011, the new version provides services to send electronic entry/exit summary declarations.

Entry/Exit Summary Declarations to Bulgaria without Payment

The new version is user friendly as well as it is free. Electronic pre declaration costs can be avoided by registered Holders who can lodge their declarations easily wherever they have internet access. Besides, the waiting times will be reduced on the Kapitan Andreevo Border, which is the busiest gate, used by Turkish Holders in their transport operations to Europe. With the use of TIR EPD there will be both time and cost saving.

France and Germany in IRU TIR EPD Soon

Currently Bulgaria, Czech Republic, Estonia, Finland, Hungary, Latonia, Lithuania, Poland, Romania, Slovakia and Slovenia are integrated into system. In the upcoming months France and Germany, which are among the main importation countries of Turkey, will also be integrated to TIR EPD. The initiatives have been taken to integrate remaining EU countries to the system.
