Union of Chambers and Commodity Exchanges of Turkey

​The Union of Chambers and Commodity Exchanges of Turkey (TOBB) in cooperation with TAIEX (Technical Assistance and Information Exchange) has conducted a seminar in order to inform the sector about the new EU regulations. Demet Keles- Undersectariat of Customs, Evgeniya Iafaev- International Road Transport Union, Maria Pashova- Bulgarian Customs and Elisaveta Takova- Bulgarian Customs were the speakers of the seminar.   Electronic Entry/Exit Summary Declarations will be obligatory by 01.01.2011   Starting from 01.01.2011 transport operations from non-EU countries, it will be obligatory to lodge electronic entry/exit summary declarations (ENS/EXS).   On this context;   • Entry Summary Declaration (ENS) should be submitted to the Import Control System (ICS) for goods entering the EU territory and coming from third countries,     • Exit Summary Declaration (EXS) should be submitted to the Export Control System (ECS) for goods leaving the EU territory,     • To be provided, before arrival at the EU border in an Entry Summary Declaration or can be included in a transit (TIR) declaration;   • To be sent electronically to the Customs office of entry of the Community territory;   • At least 1 hour before arrival at the border;   • With the identification number (EORI number) of the declarant;   • With the identification number of the consignee(s) in the EU.       Due to deployment of the national IT systems of EU Member States a “grace period” is foreseen. After this period, Economic Operators not having lodged pre-arrival or pre-departure security declarations by the deadlines, will face both administrative and financial penalties.   For more details visit http://tir.tobb.org.tr
