Hisarcıklıoğlu said, “As you are well aware, the global economy is undergoing a period of rapid change and transformation. We are living in the age of information. Rapid access to information is more important than ever. Countries which best take advantage of the opportunities provided by the internet win out. We are doing all we can to prepare Turkish companies for this new period.”

Stating that they’ve been working on projects to facilitate the bureaucratic procedures of companies with the Ministry of Customs and Commerce, TOBB President M. Rifat Hisarcıklıoğlu said, “Now we are combing our strengths with the Ministry. We will take the necessary steps to prepare our companies, traders and industrialists for the 21st century together.”

Hisarcıklıoğlu said,

“MERSİS is a revolution for the companies, traders and industrialists in Turkey. MERSİS will provide all of our members with identification numbers. Just as we all have citizenship numbers, our companies will have MERSİS numbers. You won’t have separate numbers for tax registry, social security and trade registry. This number will facilitate all activity of traders and industrialists with all institutions.

Additionally, all trade registry procedures we conduct in our Chambers will be able to be completed online. Companies will be able to be established without ever leaving the office. The registry procedures of running companies can also be completed online. Both the quality of service will improve to match the requirements of the age and bureaucracy will be minimized. We will bring service right to our members’ door.

That is because Turkish entrepreneurs deserve this. Our members, who carry the Turkish Flag to the four corners of the world, deserve this and so much more. In today’s world, where access to information is so important, we will ensure that trade becomes clear, safe and based on quick information.

To be providing all of these services with the Ministry gives us immense power. In the presence of the Minister and Undersecretary, I would like to offer my gratitude to all Ministry administrators for their private sector-friendly approach.”

In his speech, Customs and Commerce Minister Hayati Yazıcı stated that with the Central Registry System (MERSİS) which will increase security and stability in trade, it will become virtually impossible to establish companies with stolen IDs, “Defrauders will have to find another method.”

Yazıcı went on to talk about the three databases; the ID query database (MERNİS), the address registry system (AKS) and the deed registry system (TAKBİS). Yazıcı stated that with MERSİS, this number will reach four. Yazıcı went on, “As a result, a database which provides trustable, fast and accessible information regarding establishments will be created. Registry records from 238 separate registry directorates in Turkey will be consolidated in one data center.”

Yazıcı stated that MERSİS would increase confidence in commercial life and stability. Stating that 86.2% of all establishments have been transferred to this system, Yazıcı reported that they’ve completed the infrastructure for the Central Trade Registry Database and that 65,160 processes have been completed on the system since April, 2010.

- Benefits of the protocol

Yazıcı stated that the Trade Registry Shared Database will be formed via the real-time dissemination of the trade registry data generated from MERSİS.

Stating that there will be electronic information-sharing between the Ministry and TOBB via MERSİS, Yazıcı said that this would provide concurrence in data and that the data will be consolidated into a single source. Emphasizing that the membership update which needs to be done by all chambers and exchanges every year will be greatly facilitated by this, Yazıcı said, “All of these processes will be completed easily from a single center online without the need for lengthy bureaucratic procedures.”
