Turkey – EU JCC was established on 16 November 1995 under the EU – Turkey Association Agreement (Ankara Agreement, 1963), at the initiative of the Economic and Social Committee (EESC). JCC consists of a total of 36 members; 18 members drawn from the EESC and 18 representatives of civil society of Turkey. It is an instrument promoting interaction between the economic and social actors of organized civil society of both sides. The main role of JCC, which is explained below in more detail, is to issue recommendations to the relevant bodies on each side; both to Turkish Government and to the EU – Turkey Association Council, European parliament and the European Commission.

Secretarait of the Committee is implemented by Union of Chambers and Commodity Exchanges of Turkey (TOBB).
The JCC has two sides: Turkey side and the EU side. The JCC has 18 members drawn from Turkey side and 18 members drawn from the EU side. It has two Co-Chairmen.
